
Anyone claiming that elections can be stolen is making a false, fictitious and fraudulent statement. When made in court, such allegations are immediately dismissed out of hand because stealing elections is beyond the realm of possibility, wholly implausible, and incredible as a matter of law.
The First Amendment guarantees the freedom of speech. But it doesn't allow you to shout "fire" in a crowded theater. The Supreme Court of the United States has long held that knowingly making false factual statements has absolutely no First Amendment protection.

There are approximately 27,090 Judges and Inspectors of Elections overseeing 18,060 voting machines in 9,030 election districts, handling 5 to 7 million votes in even-numbered-year elections and 2 to 3 million in odd-numbered-year elections. Are there going to be errors? Of course. A common error is allowing a voter who doesn't return his unused absentee ballot to vote on the machine rather than voting a provisional ballot.

And yes, machines that count absentee ballots can break down. An absentee ballot is too crumpled to get through the machine, or several ballots are bunched together and jam up the machine. Or a ballot or two fall onto the floor.

Political bosses used to stuff paper ballots after the polls closed. But nowadays, "ballot harvesting" - someone gathering voters absentee ballots supposedly to drop off - but choosing which ballot goes and which one doesn't - is a common form of election fraud. People not eligible to vote are flagged by SURE - a nationwide database which enables County Election boards to verify citizenship and prevent persons registering in more than one county or state.

When you vote on a machine, it digitally records your vote AND generates a paper ballot, which after hitting the green VOTE button, is deposited into a hopper. After the polls closed, the Judge of Elections removes the USB stick (that records the digital vote) and the Hopper (that contains the paper ballots) to be hand delivered to the County Election offices.

First and foremost, your District Election Board consists of two Inspectors, one from each party. Secondly, your Judge and Inspectors of Election are your neighbors - they know you. Someone trying to sneak in (commonly known as repeaters who attempt to vote at multiple polling places) is detected because they're not neighbors. Bipartisanship continues at the County Board of Elections - as one of the three Commissioners is of the Minority Party.

Each political party (and each candidate) has two poll watchers to monitor the Judge and Inspectors of Election while the polls are open and after the polls are closed, watching the Judge of Election gather the voting machine USB sticks and hopper containing the sample ballots.

Finally, the PA Election Code is a comprehensive compilation of multiple checks and balances governing every aspect of election administration. For example, the Election Code governs the certification of voting machines and electronic poll books before they "leave the factory." Your Judge and Inspectors of Election go through training and have guidebooks. Votes are counted - and when required - recounted before certification.

Crying that the elections are stolen is nothing more or less that flat-out voter suppression. The Supreme Court of the United States declares that not only does every citizen has the right to vote, but the right that his or her vote is counted. Your duly elected Judge and Inspectors of Election are the "boots on the ground" on the front line guaranteeing your right to vote for the candidates you choose. Your Judge and Inspectors of Election take the oath of office to obey the Constitution before the polls open in every Primary and Election. We know our solemn duty to ensure your right to vote.
