
Each Judge and Inspector of Elections participates in a County Caucus, which meets with the County Elections Director via Zoom before each Primary and Election. The County Board of Elections (the County Commissioners or Home Rule equivalent) appoints the County Chairman and County Chairman Elect, who must be of opposite parties. Once the Chairman completes his or her term, the Chairman Elect automatically becomes Chairman for the next term.

County Chairmen and Chairmen Elect three Regional Directors. The Regions are the Eastern, Middle, and Western Districts, paralleling the three U.S. District Court districts.

The County Chairmen and Chairmen Elect also elect the State Chairman and State Chairmen Elect, who must be of the opposite parties. Once the Chairman completes his or her term, the Chairman Elect automatically becomes Chairman for the next term. The State Chairman, State Chairman Elect, and the three Regional Directors constitute the Board of Directors, each serving a four-year term.
