About Your State Association

The Pennsylvania State Association of Election Board Officers represents all Judges and Inspectors of Elections in approximately 9,030 election districts in all 67 Counties. First established by law in 1799, mandated by Article Seven, Section 11 of the Pennsylvania State Constitution, we are now the last elected division election officers in the United States. 


* Each County's Judges and Inspectors of Election meet before each primary and election to discuss best practices. The County Board of Elections (the County or City Commissioners, or County executive) appoints the County Chairman and County Chairman Elect, who must be of the opposite political party.

* Once appointed, all County Chairmen and Chairmen elect meet via Zoom to elect the State Chairman, the State Chairman Elect (who must be of the opposite political party), and three regional directors from the Eastern. Middle and Western Districts (these districts parallel PA's Federal Court districts.


The State Association's mission is to support district election officials and promote best practices across the Commonwealth to ensure fair and transparent elections.

The PA State Constitution, Article 7, § 11

Election Officers

 District election boards shall consist of a judge and two inspectors, who shall be chosen at municipal elections for such terms as may be provided by law. Each elector shall have the right to vote for the judge and one inspector, and each inspector shall appoint one clerk. The first election board for any new district shall be selected, and vacancies in election boards filled, as shall be provided by law. Election officers shall be privileged from arrest upon days of election, and while engaged in making up and transmitting returns, except upon warrant of a court of record or judge thereof, for an election fraud, for felony, or for wanton breach of the peace. In cities they may claim exemption from jury duty during their terms of service.
